A leaked City Hall email exposed that Orlando City Clerk Stephanie Herdocia provided “minimal effort” and the efficiency of her office was questioned by a city planner with Housing and Community Development.
Based on the contents of the leaked email, it appears a City of Orlando Planner did not appreciate the interaction with City Clerk Stephanie Herdocia, and seemed to imply Herdocia may be incompetent in her role on important matters.
This situation involved a visit to the City Clerk’s office to retrieve a HUD Form Request for Release of Funds for a local mural project. The form was signed by Mayor Buddy Dyer, and the City Planner needed to obtain the signed document from the Clerk. Without the signed form, HUD would not authorize the release of federal funds – “critical resources needed by another agency,” the City of Orlando email stated.
“Despite the 11 business days it took for this document to be processed and made available, I was unable to retrieve it today,” the email detailed. “Given that this Form must be sent to HUD to authorize the release of federal funds – critical resources needed by another agency – I trust that you prioritize professionalism and efficiency in supporting city employees and the public.”
Instead of assisting the city department with a basic task of the City Clerk’s office, Herdocia apparently did not believe the Planner received a message about the document being ready. It seems like the City Clerk went out of her way to not believe a fellow government employee and not to assist in a time-sensitive matter considering an email like this was even sent.
“Since you expressed doubt about my receipt of a message from Ms. Cheryl Anderson confirming that the document was ready for pickup and requested to see the message, I am including a copy of our TEAMS correspondence below. As Ms. Anderson was unavailable, I noticed that minimal effort was made by you and your staff to assist me in obtaining the signed document,” the city employee wrote to City Clerk Stephanie Herdocia.
“I appreciate your prompt attention to this matter and look forward to your assistance in ensuring the timely handling of such requests,” the email ended.
The leaked City Hall email was obtained by West Orlando News as concerns with the City Clerk and Mayor Dyer’s administration continue to mount.
The email was sent to several government employees, including Oren J. Henry who is the Housing and Community Development Director at the City of Orlando, is one of the city’s highest-paid employees. City Clerk Stephanie Herdocia makes more than $136,000/year and she is a member of Mayor Buddy Dyer’s executive staff, but she could not assist in locating a signed document that was needed by another department?
Should the public continue to trust this Buddy Dyer appointee, who is also in charge of local municipal elections where there have also been other allegations and concerns, including tampering or meddling with paperwork, in addition to possible incompetence of Herdocia?
The Florida DOGE effort being led by CFO Blaise Ingoglia is auditing local governments including the City of Orlando and previous issues like City Clerk Stephanie Herdocia traveling to Las Vegas costing local taxpayers thousands of dollars have also been reported to the state for investigation. Governor Ron DeSantis also made it clear that local governments, including Orange County, must comply and cooperation is not optional. Subpoenas to Orange County government employees for obstructing the Florida DOGE audit were announced.



$136K annually for a CLERK?!?! And she can’t perform a supposedly basically, altho NECESSARY clerical function!? I’m 84, on SS and UNDERFUNDED. Hire me! I can work circles around her! Oh wait!! I’m not “in the loop”!
