According to the records provided by the City of Orlando, the Housing and Community Development Director position:
- Administers critical state and federal grant programs; coordinates the annual application process for grants and ensures required documents are provided to implement housing activities.
- Oversees departmental staff responsible for: planning and receiving grant funds, monitoring compliance with grant regulations, timeliness of grant fund draws, adherence to expenditure guidelines, preparing required reporting, and performing comprehensive financial administration.
- Initiates land development projects for low income housing which include activities such as acquisition, zoning, site planning, housing design, and unit construction. Reviews neighborhood revitalization plans for targeted neighborhoods and coordinates financial packaging for such projects.
- Determines feasibility of rehabilitation activities; conducts inspections of proposed sites; oversees bids submitted by contractors; resolves construction warranty claims; and oversees approval of payments to contractors.
- Initiates community projects for physical facilities and infrastructure.
- Provides recommendations on housing and community development issues in the Growth Management Plan, the Consolidated Plan, and other policy documents.
- Coordinates program activities with City departments, public and private organizations, and members of the community. Negotiates with lending institutions and other community providers.
- Meets with private agencies/businesses and contractors, attends meetings of local officials, citizen advisory organizations and professional organizations that are related to ongoing projects.
- Makes recommendations to Mayor and City Council regarding pursuance of projects and activities; makes presentations to City Council and the public; prepares items for City Council; and conducts citizen participation meetings.
- Monitors federal, state and local government laws and regulations relating to the activities of the office; analyzes legislative bills and proposals and makes recommendations concerning housing and community development programs.
- Performs other work as requested.
