Stephanie Herdocia is responsible for managing the City Clerk’s Office and serving as Corporate Secretary of the City.
Herdocia is also responsible for all public documents, legal advertising requirements, as well as indexing/recording City Council actions. Her work is performed under the direction of the Chief of Staff.
Per a recent West Orlando News public records request, Stephanie Herdocia makes $136,739.20 of base pay on an annualized basis.
According to the records provided by the City of Orlando, the City Clerk position:
- Executes documents on behalf of municipal corporation in concert with Mayor/Mayor Pro Tem; serves as custodian of City Seal.
- Ensures proper maintenance of all City records for expedient informational accessibility by the public/staff to insure that all documents are processed pursuant to legal procedures.
- Supervises complex indexing of all items contained in City Council minutes; record documents in public records as mandated by law.
- Performs related functions as described in State statute and City charter including performing duties required as the Local Filing Officer for municipal elections.
- Supervises and/or reviews all City legal advertising, assisting in development of legally required notices on hearings for Ordinances, lien assessments, zoning, annexations, assuring notice afforded property owners/interested parties as required by law.
- Plans and directs the development and administration of City’s Records Management Program, including planning and implementation, archiving, developing various schedules required by the program (e.g., inventory, retention, destruction).
- Drafts operational guidelines for implementation of program, expanding upon dictates of applicable laws; assure continued efficiency/effectiveness of program.
- Plans and directs the development and administration of City’s Municipal Reference Service, providing officials and staff with information research and assistance from internal/external resources in a timely and cost-effective manner.
- Supervises receiving, registering, processing of all notices of claims and lawsuits filed against the City.
- Maintains up-to-date master copy of City Code; maintains compilation of policies adopted by the City Council.
- Officiates at bid openings on public works projects, construction of City facilities, bond issues.
- Exercises independent authority in conduct of regular and special City elections; administers oath of qualification to candidates; receives all Certificates on election results; maintain official election book on all City elections.
- Serves as consultant on City Code, requiring thorough knowledge of ordinances, policies and procedures, principles of public administration.
- Supervises the preparation of annual budgets for various programs; monitors internal activities, coordinating achievements to ensure success of overall objectives.
- Plans, supervises assignments of managerial/supervisory/clerical subordinates.
