Marcia Goodwin, Chief Service Officer at the City of Orlando, is one of the city’s highest-paid employees and a member of Mayor Buddy Dyer’s executive staff.
Per a recent West Orlando News public records request, Marcia H Goodwin makes $167,627.20 of base pay on an annualized basis.
According to the records provided by the City of Orlando, the Chief Service Officer position does not have a job description.
The City of Orlando was also unable to provide any information on the minimum qualifications or responsibilities for this position in an official public records request made by the West Orlando News.
The records provided for numerous other positions that the West Orlando News requested included details on the “Knowledge, Skills and Abilities” necessary, but for the Chief Service Officer position this information was left completely blank.

According to the City of Orlando’s website, Marcia Goodwin is also the Director of the Office of Community Affairs (OCA). The OCA informs, engages and connects Mayor Buddy Dyer and the city with civic, community, arts, faith-based, human service, volunteer and other non-profit organizations to raise awareness of city priorities, programs and services and to create meaningful partnerships.
