Gov. Rick Scott plans to use his second inaugural address Tuesday to urge residents from other states to head for Florida where taxes are lower and the weather is better.

In his midday address in Tallahassee, Scott will plug Florida’s new status as the nation’s third most populous state – having surpassed New York – to point out that Americans are leaving high tax states such as Illinois, Pennsylvania and California, for Florida, according to the Miami Herald.

Scott will also highlight in his speech that Florida’s efforts to limit the size of government and cut taxes are helping the state to recover.

“In Florida we are proving that government can do better without getting bigger,” Scott will say, according to his prepared text. “I have a message today to the people of New York, Illinois, California, Pennsylvania and others: Move to Florida! We want you to keep more of the money you make because we understand it’s your money. We want your businesses to grow and succeed. We want to compete globally and win. Over the next four years, I will be traveling to your states personally to recruit you here.”

Scott was re-election to a second 4-year term last November.
