Illegal Handicap Parking Complaint Led to Four Arrested in Central Florida

An illegal handicap parking complaint led to four being arrested in Central Florida, three of whom were wanted and all four are in the United States illegally.




This month, a Polk County deputy was requested to the UPS Store on Ambersweet Way in Davenport, in reference to an RV parked in the handicap parking space.

Deputies made contact with the driver of the RV, 45-year-old Liliana Tinichigiu, a Romanian national, who identified herself with a New York license. It was discovered that Liliana had an outstanding Virginia warrant for Theft of More Than $1000 (2 counts), Conspiracy to Commit Theft, and Possession of Stolen Property with Intent to Sell.

While taking Liliana into custody for the warrant, she unsuccessfully resisted the deputy’s efforts. In addition to her warrant, she was charged with resisting.

During this time, Liliana’s daughter, 29-year-old Samariteanca Tinichigiu, an Irish national, exited the RV and impeded the deputies’ investigation of her mother, even after being warned against doing so. Samariteanca was then arrested for violating the state’s HALO Law, and then she too attempted but failed at resisting the deputy’s efforts. It was discovered that Samariteanca was also wanted in Virginia on the same charges. She was arrested on the warrant and additionally charged with Interfering with a First Responder and Resisting.

As the women were being secured, two men walked out of a barber shop. One of the men was 19-year-old Elisey Rostas Tinichigiu, an Irish national. Elisey began interfering with the deputies and was warned against doing so. Due to his persistence to interfere, Elisey was told to identify himself, and he refused. Eventually, deputies were able to identify him and he was charged with Interfering with a First Responder and Resisting.

The other man who came out of the barber shop was 31-year-old Viorel Otu Tanase, a British national. Rather than interfere with the deputies, Viorel tried to assist by taking the 3-year-old child from Liliana when she was arrested. To do so, deputies required him to show them his identification, which is when it was discovered that he too had a warrant. His warrant was out of Georgia for Felony Theft, and he was arrested.




A family member arrived to pick up the children, and the Florida Department of Children and Families was notified. ICE was also notified regarding their status here in the United States according to local law enforcement.

  1. Just go to any of the Disney parks. People parking in handicap spaces illegally all the time. We have left the park so frustrated as my husband needs a space and all we see is young people parking there. Happens all the time.

  2. Not only there, everywhere! I’m always. Having to walk past cars in the handicap spots that shouldn’t be. Plus just because your passenger is handicapped and your running in the store for them while they wait you should have enuf sense to leave the space for someone who needs it.

  3. Those arrested are about as Irish or British as I am Chinese. The media goes to ridiculous lengths to avoid confirming common accurate stereotypes. (deceitful media is a steteotype). The four arrested are obviously Romanian or other Eastern European Gypsies doing what gypsies do- steal.

  4. That’s the last place I would ever want to park. So thankful I don’t have any issues.
    The people who need these spaces would also love not to have to use them!
    Anyway parking in them should be fined $500. More than once $ 1000.
    So ignorant when people really need that help.

  5. It always amazes me that when you have warrant or in trouble with the law; the person gets caught from a minor offense. They need to NOTHING to bring attention to them
    Speeding , running a light, not stopping at a stop sign, parking your car/ camper.
