Four firms seeking the contract to design, build, finance, operate and maintain the Interstate 4 project in the metro Orlando area have been short-listed, the Florida Department of Transportation (FDOT) announced Wednesday.
Known as the I-4 Ultimate, the reconstruction project will be undertaken through a Public-Private Partnership Concession Agreement, and covers Orange and Seminole Counties.
FDOT said, the shortlist is based on Statement of Qualifications (SOQ) received April 19, 2013. There were seven proposers who submitted SOQs.
The four proposer teams shortlisted are:
- 4wardPartners
- I-4 Development Partners LLC
- I-4 Mobility Partners
- Ultimate Mobility Partners

During the next 10-to-12 months, FDOT will be communicating with these teams, providing the project scope or Request for Proposals (RFP), and other contract documents to those teams. In early 2014, the shortlisted teams will submit their proposals, and FDOT will then choose a best value selection in spring 2014. The successful proposer must have a proven ability to arrange and close financing on favorable terms, as well as demonstrated skill in managing and operating transportation facilities—similar to the I-4 concept—on behalf of public sector owners.
The project includes the reconstruction of 21 miles of I-4 from west of Kirkman Road in Orange County to east of State Road 434 in Seminole County. The I-4 Ultimate project adds four tolled express lanes to I-4 while maintaining the existing free general use lanes, which provides a choice to motorists.
