FDOT shortlists 4 proposals for I-4 Ultimate Project

Orlando-FL-698x522As efforts to reconstruct Interstate 4 in the metro Orlando area move forward, the Florida Department of Transportation (FDOT) announced Wednesday, it has accepted four (4) Technical Proposals in response to a Request for Proposals.

On June 5, 2013 FDOT shortlisted four proposers for the I-4 Ultimate project. All four (4) shortlisted proposers submitted proposals seeking the contract to design, build, finance, operate and maintain the project known as the I-4 Ultimate through a Public-Private Partnership Concession Agreement.

The project includes the reconstruction of 21 miles of I-4 from west of Kirkman Road in Orange County to east of State Road 434 in Seminole County. The I-4 Ultimate project adds four tolled express lanes to I-4 while maintaining the existing free general use lanes, providing a choice to motorists.

Technical Proposals were received from the following Proposer Teams:

  • Ultimate Mobility Partners
  • I-4 Mobility Partners
  •  4wardPartners
  •  I-4 Development Partners LLC

The Financial Proposals due March 13, 2014 will include price for work to be performed by the winning proposer.

During the next 2 and a half months, FDOT will be reviewing the Technical Proposals as well as the Financial Proposals received. The next step is a final selection which is expected at a public meeting in April of 2014. The successful proposer must have a proven ability to arrange and close financing on favorable terms, as well as demonstrated skill in managing and operating limited access roads on behalf of public sector owners.
