- Plan, organize, and direct the work of a staff of managerial, professional, paraprofessional and clerical employees engaged in maintaining the general ledger, central payroll, fixed asset records, utility accounts, receipt and disbursement of funds, and budgetary control of all departments and funds of the City government.
- Issue and repay debt in accordance with City policy, governmental regulations, and industry best practices, and provide advice to elected officials and department managers on meeting capital needs through use of this financing tool.
- Manage the activities of the City’s actuary and pension investment managers.
- Oversee management of the City’s cash and investments in accordance with City policy, applicable laws and regulations, and industry best practices.
- Direct preparation of the City’s operating and capital budgets, including forecasts, ensuring compliance with legal requirements and best practices.
- Direct preparation of all reports and statements on the City’s financial affairs in compliance with legal requirements and regulation mandates.
- Coordinate work of the City’s external auditors.
- Coordinate management of the City’s financial and management information system with departmental staff and the Technology Management Division of General Administration.
- Serve on various committees as specified in City policy and/or at the direction of the Mayor or the Mayor’s designee.
- Perform other duties as assigned.
