Bungled Arrest Leaves Pastor, Accused of Fraud, Free

A Kissimmee pastor, out on bond on a sexual battery charge, is accused of defrauding one of his parishioners, but when he tried to turn himself in Thursday, jail officials were unable to locate the active warrant.

45-year-old Angel D. Perez-Nieves is wanted for using the name a parishioner of the Templo Pentecostal Church, on an alarm contract. The victim told police that Perez-Nieves told her and other church goers that he needed to collect their personal information for the purpose of “state reporting.”

Police say, on May 22, the victim received a telephone call from Devcon Alarm Company about the alarm contract for the church. The company told the victim that the payments for the alarm are past due and that her credit score was in jeopardy. The victim said she did not give anyone permission to open an account with her information.

Dectectives reviewed the installation and monitoring contract for the alarm at the Templo Pentecostal Church at 2244 West Columbia Avenue in Kissimmee, and did find the victim’s name printed on the bottom of the form along with Perez-Nieves’ printed name and signature next to the victim’s name. Police say, both signatures, the victim’s and Perez-Nieves’, were similar.

Detectives showed the victim the contract and the victim confirmed she never signed the form and did not give Perez-Nieves permission to open an account using her personal information.

A warrant carrying a bond of $3,000 was issued for Perez-Nieves’ arrest on Wednesday, but when he turned himself in Thursday at the Osceola County Jail, the active warrant could not be found.

Kissimmee detectives have contacted Mr. Perez-Nieves’ attorney and advised them that a valid arrest warrant exists for Perez-Nieves.

The Kissimmee Police Department has asked the Osceola County Department of Corrections to review the events surrounding Perez-Nieves and the failure to locate the active warrant, which was obtained on July 11, 2012.
