This afternoon, the Orlando Police Department developed probable cause for the arrest of Phillip Eugene O’Connor, 23 years of age, for Sexual Battery as it relates to the incident at 300 E Central Blvd. O’Connor is known to frequent the downtown area and is believed to be homeless.
An arrest warrant has been obtained and the Orlando Police Department is currently searching for him. This continues to be an on-going active investigation.
