Affordable Housing Community Opened in Orange County

A 192-unit affordable housing community opened in Orange County.




Orange County recently held a ribbon-cutting ceremony for Whispering Oaks Apartments. The affordable housing community is located at 6041 Whispering Winds Loop in Orlando.

Southport Development, Inc. and Vaughn Bay Construction, Inc. led the development and construction of Whispering Oaks. Architectural design services were provided by Architectonics Studio, Inc. Ongoing property management will be handled by Cambridge Management, Inc., a professional management firm with established experience in affordable and market-rate residential communities.

The opening event marked a major milestone for Orange County’s Affordable Housing Trust Fund, as the completion of an apartment community supported by the program was celebrated for the first time. Speakers included Mayor Jerry Demings, County Commissioner Mike Scott, and Brianne Heffner, Vice President of Tampa-based Southport Financial Services.

Orange County established the Affordable Housing Trust Fund in 2020 to provide the financial resources and leverage necessary to create and preserve affordable housing units countywide.

Orange County provided $1.86 million from the Trust Fund and $2.5 million in impact fee credits to Whispering Oaks.

The community will serve households earning 30-80% of Area Median Income (AMI).
