Troopers: Man High on Drugs Mows Down Teen on State Road 408

An Ocoee man mowed down a teenager on Saturday morning as he stood outside his vehicle on State Road 408, Florida Highway Patrol said.

Troopers have charged 52-year-old Thomas Monks with DUI manslaughter in the death of Malcolm Davis, 19, of Seffner, Florida.

Monks was heading westbound on State Road 408 near mile marker 4 around 11:15 a.m., when he drifted to the right and onto the shoulder of the road.

Davis, who was outside his 1998 Ford on the shoulder, was struck.  He was pronounced dead on the spot by the medical examiner.

Monks also hit the left side of the Ford.

Troopers say, Monks was driving under the influence of drugs.   Drug paraphernalia was found inside Monks’ 2003 Dodge vehicle.

Monks has also been charged with DUI property damage and possession of drug paraphernalia, in addition to DUI manslaughter.
