Orlando Police Officer Arrested For Kicking Handcuffed Man in Abdomen

handcuffsfinalAn Orlando police officer accused of kicking a handcuffed man in his abdomen while in a holding cell, has been arrested.

Officer Peter Rocco Delio, 30, was arrested Tuesday by Florida Department of Law Enforcement agents and charged with one count of felony battery.

Delio was caught on video surveillance camera kicking Robert RaymondLiese III in the abdomen, after he was arrested on August 12, 2014.

Delio had arrested Liese on S. Orange Avenue and taken him to an OPD substation at 46 W. Washington Street in Orlando.

According to Peter Delio’s arrest report, Liese was handcuffed with his hands behind his back and placed in a holding cell. At one point, he had become agitated. As Liese was about to sit down, that’s when Delio delivered a kick to his abdomen.

Liese was transported to a local hospital where he had to undergo surgery.  The arrest report does not state the nature of the surgery.

Florida Department of Law Enforcement was requested by OPD to investigate on December 22, upon reviewing video surveillance of the incident.

Delio turned himself in this morning to the Orange County Jail and was released on $2,500 bond.

The Office of the State Attorney, 9th Judicial Circuit, will prosecute this case.
