A violent assault suspect was arrested for systemic abuse against a woman in Central Florida.
The Tampa Police Department arrested 25-year-old Moises Estee Buitrago after learning he subjected a woman in her mid-20s, with whom he was in a relationship, to systemic abuse that began in October 2025.
The investigation revealed Estee Buitrago first isolated the victim by destroying her phone and identification. According to law enforcement, this behavior evolved into a pattern of physical and sexual violence where Estee Buitrago used various objects to restrain the victim and obstruct her breathing.
As the violence progressed through early 2026, Estee Buitrago used weapons to inflict physical injuries and repeatedly withheld medical attention from the victim, according to TPD. He further maintained control by forcing her to accompany him to his workplace to prevent her from seeking help. The investigation also revealed that Estee Buitrago took nude photographs of the victim without her consent or knowledge and distributed those images to others to further exploit her.
The situation culminated when Moises Estee Buitrago threatened the victim and forcibly entered a room where she was hiding. Acquaintances intervened and contacted law enforcement, but Estee Buitrago fled before officers arrived.
A warrant was issued for Estee Buitrago’s arrest. The investigation led members of the Tampa Police Fugitive Apprehension Unit and the U.S. Marshals Task Force to the Seffner area. Estee Buitrago was located in the 5300 block of Royal Oak Drive and arrested without incident.
“No human being should ever have to endure the pain of domestic violence or the lifelong trauma it leaves behind,” said Chief Lee Bercaw. “I commend the brave individuals who intervened and undoubtedly saved a life. This arrest sends a clear message: we will use every resource at our disposal to protect the vulnerable and hold abusers accountable.”
The Tampa Police Victim Advocate is working closely with the woman to ensure she is connected with the resources she may need as she navigates the healing process.
Moises Estee Buitrago was transported to Orient Road jail in Tampa and charged with Aggravated Assault with a Deadly Weapon, Battery, False Imprisonment, and two counts of Digital Voyeurism.
