Second Teen Arrested for Murder of 16-Year-Old in Orlando

A second arrest has been made for the youth homicide that occurred on November 18, 2023, at 1849 South Kirkman Road Metro Place Apartments in Orlando.




The Orlando Police Department announced the homicide arrest of a 16-year-old charged with the murder of another 16-year-old. Previously, OPD arrested a 17-year-old in the shooting death.

16-year-old Rise K. Burgess has been arrested and charged with Second Degree Murder and Robbery with a Firearm in the Orlando case. Earlier this month, 17-year-old Trayvon Randell Jackson was arrested and charged with Second Degree Murder, Principal in First Degree – Armed Robbery with a Firearm.

According to OPD, on November 18, 2023, at approximately 5:25pm, local police received calls regarding gunshots and seeing a white SUV stuck on a parking block. Responding officers located the victim with an apparent gunshot wound to the head. The victim was transported to the Orlando Regional Medical Center where he succumbed to his injuries.

The homicide happened at the Metro Place Apartments located at 1849 South Kirkman Road in Orlando.

The victim has been identified as 16-year-old Randy Smith.
