Orlando Officer-Involved Shooting Body Cam Video Released

The Orlando Police Department released body worn camera video of the officer-involved shooting that occurred on September 26th, 2023 at Carter Street and Parramore Avenue.




According OPD, at approximately 11:00pm, Central Patrol Units were flagged down by the victim of an armed robbery in the area of Carter Street and Parramore Avenue. The victim told officers they were robbed by an unknown male with a firearm and provided a description.

While searching for the suspect, officers encountered an armed individual in the area of Conley Street and Short Avenue, resulting in an officer-involved shooting.

The suspect pointed a gun at the officers and the officers shot at the suspect.  The suspect dropped his handgun on the ground and fled the scene.

After an extensive investigation and search, the suspect was identified and arrested. 36-year-old Carlos Rosas is charged with Aggravated Assault with a Firearm, Possession of a Firearm by a Convicted Felon and Armed Robbery with a Firearm.

There were no injuries to officers or the suspect during the shooting. The two officers who fired at the suspect have invoked Marsy’s Law so their names will not be released.

“This incident shows the dangers our police officers face every single day,” said Orlando Police Chief Eric Smith. “Thankfully, this did not result in any injuries to the officers or worse.”

As with all officer-involved shootings, the Florida Department of Law Enforcement conducts an independent investigation. An internal investigation will also be done by our agency.  This video has been condensed for social media.
