A man was arrested after an investigation of a death in a Tampa thrift store parking lot.
The fentanyl investigation was conducted by the Hillsborough County Sheriff’s Office’s Opioid Overdose Investigations Section after the victim was found dead inside a vehicle.
An arrest warrant was obtained for Robinson Stlouis last month and detectives arrested and charged him with Murder in the First Degree Which Resulted From the Unlawful Distribution of a Controlled Substance.
On October 17, 2025, deputies responded to a death investigation in the parking lot of the Community Thrift Store on North Nebraska Avenue in Tampa after a passerby reported a woman who appeared to be in distress inside a vehicle. When deputies arrived, they found 34-year-old Kira Rogers deceased inside the vehicle. Detectives located numerous items of drug paraphernalia and a quantity of fentanyl surrounding Rogers.
Because the circumstances of the death were consistent with a drug overdose, HCSO’s Opioid Overdose Investigations Section assumed the investigation.
Through the course of the investigation, detectives determined Rogers had met with 39-year-old Robinson Stlouis on the evening of October 16, 2025, and obtained fentanyl from him.
Later that same day, detectives located Stlouis and conducted a traffic stop. He was arrested on unrelated traffic offenses. Detectives also found him in possession of fentanyl.
At that time, Stlouis was charged with: Possession of a Controlled Substance, Unlawful Alteration of Motor Vehicle Registration Certificates, Plates, or Stickers, Driving With License Canceled, Suspended, or Revoked (3rd Offense), and Operating an Unregistered Vehicle.
On December 15, 2025, it was determined that Rogers’ death was caused by fentanyl intoxication. Toxicology results revealed the concentration of fentanyl in her system was approximately eight times higher than a lethal dose. Last month, he was finally arrested.
