Facing a formal ethics complaint filed by a Clearwater retiree, Kottkamp has named former Florida Supreme Court Chief Justice Major Harding and former Florida Attorney General Richard Doran as his defense team.
Harding declined Thursday to discuss the specifics of the case. However, he confirmed that the Florida Commission on Ethics has notified Kottkamp that it has crossed the first procedural threshold, finding the complaint “legally sufficient,” and has begun a preliminary investigation.
