Law enforcement members – a sergeant, officer, and former officer – were arrested in Florida after an investigation into overtime abuse.
Jacksonville Sheriff T.K. Waters recently announced that Sergeant Michael Rourke, Officer Christopher Sosa, and former Officer Dylan Bostick were arrested for Grand Theft, Organized Fraud, and Official Misconduct (all third-degree felonies).
According to the Sheriff’s office, Rourke and Sosa were suspended from their positions, and Bostick resigned from the agency. JSO confirmed it would seek Rourke’s and Sosa’s terminations.
JSO’s Integrity Unit learned Christian Masden, whose arrest was announced previously, intentionally submitted false overtime claims and received compensation for traffic enforcement work he did not complete. This led to a larger investigation into overpayments made to officers on the Motor Unit for traffic assignments. Rourke, Sosa, and Bostick all wrongfully submitted claims for compensation for overtime traffic assignments.
Rourke received more than $4,600 in public funds. Sosa received more than $10,700 in public funds. Bostick received more than $18,000 in public funds. The Jacksonville Sheriff’s office said their actions demonstrate a deliberate, ongoing course of criminal behavior, rather than a reflection of administrative error or isolated action.
“No one is above the law, and our officers and employees will be held to the highest standards, which the public deserves,” the Jacksonville Sheriff’s office stated.
JSO Integrity Unit detectives do not anticipate additional arrests stemming from traffic overtime misconduct.
