Grand Jury Decision in Fatal Shooting of Woman Who Charged OPD with Knives

A grand jury made a decision in the fatal shooting of a woman who charged Orlando police officers with knives.




Two Orlando Police Department officers have been cleared of any criminal wrongdoing in a July 2023 shooting.

On July 14, 2023, officers responded to an apartment building in the 12000 block of Pioneers Way. Officers fatally shot 32-year-old Rachael Ellis when she charged at them with two knives.

The State Attorney’s use of force policy requires all cases where law enforcement officers use deadly use of force to be presented to a grand jury to determine whether criminal charges are appropriate.

The grand jury was presented with all relevant evidence in the case and returned a no true bill. The State Attorney’s Office has now closed the use of force case.

The use of force policy allows the grand jury to make a statement regarding policies, procedures and recommendations related to the use of force. The grand jury is not prepared to release a statement at this time. However, they may choose to release one in the future.
