Bill Filed to Prevent Shackles on Pregnant Prisoners

A bill filed in the Senate this week would prohibit the use of shackles, handcuffs or other restraints on prisoners who are in labor or who have just had a baby and bar the use of some restraints for prisoners in the third trimester of pregnancy.

The measure (SB 524) was filed Wednesday by Sen. Arthenia Joyner, D-Tampa.

There are some exceptions when restraints may be able to be used, but for the most part, their use would be barred right around the time of birth.
