Scott to Agencies: Cut 10 Percent…Again

Gov. Rick Scott’s budget office has sent state agencies its annual list of instructions for submitting legislative budget requests, and again is requiring agencies to contemplate cutting 10 percent of their 2012-2013 general revenue budgets, as well as cutting 10 percent of their budget from recurring state trust funds.

“Reductions must be program/issue specific and cannot simply be across-the board percentage reductions to achieve the target,” the message, sent July 15, said.

The instructions also say that all reductions must be recurring and that agencies “should seriously consider reducing programs and services that do not achieve a sufficient level of performance.”

Also, trust fund reductions must free up cash to be redirected to general revenue or used for other spending items, the instructions said.
