The issue is that the local church leaders, politicians, community leaders are finger puppets. They are controlled by the local powers that be and won’t do anything for fear of losing their little castles. When an issue like this comes along and the national puppets comes to town then the finger puppets have to spine up for reasons that you mentioned.

If there is any good that comes out of this, it shakes out the wimps and identifies the real leaders. Some of us nobodies are really working in the back rooms trying to get things done and now we have a better idea of who we can trust.
